Level 11: fire 1%

I'm scratching my head trying to figure out how the hell I gained this skill. It's not an exotic weapon skill it seems like. Guilds won't let me practice it but somehow I improved 1% in it while using a different skill. I prayed and got no answer so I suppose it's not a bug...

How did I improve one percent on a skill I didn't even HAVE??? Why is there no helpfile for it?
