Kind of like how warriors get to, can we add it so every class can do this? So when you're in newbie academy, you get the weapon of your choice?

Not in the way I think you're thinking.
It's the weapon you start the game with, and the weapon you start the game with 40% in. After that, it's ceased to have any meaning and the choice doesn't impact anything you might do, say, ten minutes later.

Expertly balanced weapon depends on which weapon skill is the highest at the time you complete the quest, I think. Or the most recent one you got to 75%. At least that's the way I've gotten the expertly balanced weapon I want.
