Automated healers (town, cabal and shrine) seem to do four things: heal, refresh, bless and armor. Given that healers have the "assess" skill, it seems like mob healers shouldn't be quite as brain dead as they currently are.

As a trivial form of AI, have them commune those supps in the following order: bless, armor, heal, refresh. If a supplication doesn't make sense for a given target (i.e. he's already blessed or armored, or at full health) then the healer skips that one and tries the next. If the next also doesn't make sense, he tries the one after that. Etc. etc.

Since this is tweak upwards for automated healers, maybe compensate by decreasing the frequency at which heal events fire.
