The helpfile makes it sound like it's a reward for observation. I've managed to perfect a skill or two with observation xp, but I still haven't earned it, and I get around. I was wondering if someone would drop me a hint. Like does it take a whole great big ####ing really lot of observation, or an I probably observing the wrong things? It sounds cool, and usefull, and I want, but, for some reason, I can't seem to get.
Don't spoon, just hint.
