It may sound ungrateful, but any chance you can receive this skill at 100%? I've not noticed it getting any better as the %'s go up, but i have noticed it sucking up those precious %'s you get from level gains.

It does gain utility (quite a bit) as your skill level improves through use. Spamming is of little to no utility in that process, as an aside.
