Make it so, that a when a limited character's average hours during both 1) Character's whole life and 2) Last two weeks drop below half of that of an average character, he only takes up half a slot from the limit. The character would take up a full slot for the first two weeks of his life/membership. A new character would be allowed if one or half a slot is open. The unlikely case of larger overpopulation of active characters would also correct itself over time, as it would take longer for a slot to open for new characters in that situation.
This way, casual players could play Scions and minotaurs without hurting the cabal by hoarding slots from more active players. Thus the amount of minotaurs/Scions(assuming that Scion actually has a hard-coded members limit) would correct itself even when some players aren't putting up the hours meant for the limits.

Scion doesn't have a hard limit. No cabal does.

I don't even know how I would figure this out. It just feels like something folks would try and game anyway.

Which just perpetuates the problem you're trying to solve.

Limit cabals not by the number of players, but by the number of total hours played by cabal members in a week (a month). If that value is below the threshold, allow new inductions, if it is above close the cabal. Same with mino slots.
