Reasons: -K'sra are a CF original race and have a clear origin in Ysigrath. -K'sra are tipping towards good/neutral or all aligns(If you count them and sz'weh as same race) instead of tipping towards evil. -It would also give you the lizardman option and this is bound to have some options to make the race interesting.
Personally, I think that K'sra is the best option for new race at the moment.

Their mythology probably has to change a fair bit for that to be viable.

Or am I just not read up about the history of those good enough? Always shoot first and then call whatever you hit the target.

There's a pretty decent book on them in the Lyceum if you're curious. Their problem as currently written is much, much worse than not being able to talk and is more like having most of the gear and PCs in the game (including your enemies) permanently invisible to you.

Nepenthe seems to be making a big deal about the re-write, but the way I saw the book in the Lyceum, there was 'someone' asking about the saurians and noting the saurians were ignoring things. That could be taken as a misinterpretation - that they see 'dead' things but simply choose not to acknowledge their existance in their culture. To an extreme degree, for religious purposes.
Like the glauruk, maybe they could have more than one swamp and culture (glauruks near high lords are very outlander friendly, while ones in ysigrath aren't at all). They're such an intruiging race it's hard to pass up the opportunity to write for them, and it's something I'd happily do on Nepenthe's behalf if he'd let me fiddle with his pet race.

I don't think any race we add would be skewed (or purely) an evil only race such as the Yuan-ti. The mud is already skewed that way from a racial standpoint.
The problems we've discussed in the past when talking about new races is the backstory/history. Where do they come from? Is there a hometown for them? How do we make them original so they aren't XYZ-in-human-form? So long, and thanks for all the fish!

I had thought about suggesting this but it seemed like such a huge undertaking that it was not really something for Santa Zulg. I would have suggested draconians though, which could go either way in terms of good/evil.
But it is hard to imagine draconians not being a completely overpowered race, since really they are dragon type people. You've got the dragon tower, and with the ruins they were forced to find new homes outside the tower, and so you have a history of them and how they came to be, which is fairly recent since the new dragon lairs went in and the old tower destroyed.
Of course, I imagine everyone would try to roll them. I had thought about what they would be. Here were my thoughts, just for fun.
Regular size, elf life span. XP penalty: 500 Classes: Warrior/Ranger.
STR 23 DEX 22 INT 19 WIS 19 CON 22 CHA 18
Inherents: Dual wielding of claws similar to felar in that respect. Arial flight. Scaly hide (dragon resist) Felar style/arial stlye gear. Maybe at level 51 and reaching old age they get a breath attack with a timer.
Vuln: Cold. Dragonslayer egde would bypass their resistance and up damage to them.

Basically you made them duergar with flight instead of detect, svirf stoneskin and a breath attack? And they are only vuln cold?
Yikes.

I don't know, I think if you're introducting draconians, most should have some affinity with magic. So limiting it to a Warrior/Ranger class is too limiting. Of course this could mean they need more Int, but it would just seem more like a draconian to me. I may be getting the wrong picture of a "part Dragon", but maybe I have the right idea, who knows.

Maybe a half-orc race nuet/evil, less str, con, more dex and wis and maybe a tadbit int as well?
As for classes not entirely sure, but what do you think?
