but during the headbutt lag they only attack with mainhand weapon.

If you could dual wield and headbutt, I give 90% odds we'd nerf headbutt to make it fair.

As is you've got a really good skill for certain situations, but at a tradeoff that makes it not the skill for EVERY situation.

That would suck to code since you don't really have a good way to know that the orc is lagged specfically from headbutt lag, and I don't really see the benefit.
