I mean, I guess if someone wanted to be a heroimm and never be promoted past there maybe we could work something out... but otherwise, no. There's too much that's very routine imm duty that you're not qualified to do if you can't write an area -- including, in my opinion, running a cabal, having a religion, running quests, or passing out many kinds of rewards.

Yea if you didn't want a religion or any of that jazz... just access to the proper channels for getting things done. I don't even really need a character. We all know I can make a decent hero.
