Is it ok for Reavers to strike non-enemy cabals (Fort, nexus, village) to get at a hunted race/class person? Also, any issues with striking the Inner to get at a player?

A second question regarding bartering for items. Is there a rule of thumb as to where you can barter for items, such as any merchant not in a protected city? For instance, would the flower merchant in Tir Talath be ok, or is that too civilized even though it is not protected? Thank you!

I don't have a problem with it. But, that's the Imp. That doesn't mean that retribution within the cabal couldn't happen.

You have to work on the choices. Bartering with the Dranety, Wood-elves, Elves, Svirf and the Gnomes would be more Outlander than human run cities. Tir-Talath is too civilized in my opinion. But, that's just me. Others may not like you using any of those places.
