Do any of the edges to boost conjured creatures actually make them stronger or do they simply lower the amount of mana that a person must put in to get stronger ones?

depends which edges.

If you have planar adept and sympathetic conjuring, planar adept will lowet mana threshold for stronger ones, while sympathetic conjuring will increase their base strength if you conjurr, say, an earth elemental in a cave.
