What are the requirements for Soothing Demeanor edge?

You're probably missing a charisma requirement. If it's a never thing, that req is probably higher than your race's max.

Would you consider lowering requirement to 18-19 charisma for
this edge?

This way more than just humans, elves and their deviants could
get it?

Vanilla rangers don’t have many utility edges besides ambush
improvements. 
There is one racial hatred and one barskin edge you could
pick.
This is about it... Rangers need more edges!
