Does the skill 'Deafening Howl' and the spell 'Spirit Howl' can prevent a wizard, or bard, to cast/sing their spells/songs or does it simply makes them 'deaf' to any IC communications?

prevents spell casting and songs. I don't know specifics on spirit howl, but it sounds like it is indeed a deafening affect.

Deafening howl certainly prevents these two things.

remember that communers are not affected by it. You can commune while deaf.
