Basically as you commune wrath on someone, you will get an echo about that persons soul being torn into or something, separate from the curse echo. When that person flees and words/teleports, it will tell you the room name of where they land. For example 'You sense the wicked presense of Daevryn in the Whitethorn Pub.' So you know thats where he landed. Any other words/teleports within a certain amount of time will be tracked as well.

I only remember it ever working for teleports. But that could just be because wrath curses fairly reliably, and the opportunity never presented itself.

That you can't get the track without the curse, and that they last basically the same time period, so the word point is moot. I could be wrong about that though.

I'm not exactly sure how long track lasts, but I've had multiple occasions of learning hometowns of people by tracking them for a very long time after a fight.
