Is there "level's" of empowerment, for example you get somewhat empowered and can commone some post 10 pre 20 supplications but once you past 20 you cannot?

Yes, there are "levels" of empowerment. An Immortal can empower you up to a certain level, and you would be able to use all of your supplications/skills/etc. UP TO that level, but not beyond.
