Is Nexus the right choice for me?

I haven't played a Nexun since Kahosarin, but as I recall I didn't get to fight much because:

1) There weren't a lot of villagers.
2) The pendulum didn't swing a lot, even when it seemed like it should.
3) I was expected to not fight with people that weren't enemies of the cabal. One of my characters even got kicked out of Nexus for picking a fight with a racial enemy, because their life was needed to keep the "balance."

I won't say it's never the case that the world is balanced and Nexus doesn't need to fight anyone, but it's pretty rare.

Close to hero you should almost always have someone to fight; lower levels can be hit or miss -- for example, maybe there's a ton of Fortress heroes on, but you're level 30 and your particular range is all evil -- but it's rarely a complete drought.

What if I want to be an outlander hating dwarf, how much leeway would I be given for killing outlanders (or standing out in the open where they can attack me) when things are in balance?

When things are in balance, you're pretty well free to PK as you like as long as it doesn't disrupt the balance. IE you can kill Outlanders until order starts winning, then you need to figure out a way to get it back to balance.
