I have a question. Recently, I had a character that attacked a Tribunal assigned to Seantryn Modan when he was off duty in Galadon. He then flagged me. Is this wrongly flagged, as he was not on duty, nor was he within his jurisdiction? Its not really a complaint - I, honestly, do not really care - the character had already died to a mob a little before, and did not suffer any big repercussions from his death. However, in the interest of clarity...
See, I'm wondering if off-duty Tribunals can justify using their authority when it was not in their jurisdiction nor on their time - it seems to me that this could be abused quite thoroughly. Anyone could say "because of the crime you committed in Galadon, I, as the magistrate of Hamsah, declare you wanted." I could definitely see the abuse of this.
I just don't think that fits. Tribunals are supposed to be regular citizens when off-duty, right? I know that a guy I talked to got thrown out of Tribunal for attacking a WANTED person in the streets when not on duty - clearly implying that if he was not on duty, he did not have the authority to act in any way to the law...
This is more of a casual interest thing - I'm thinking of writing a Tribunal char, and would like to know the limits of their authority.

Allright, an easy question--and one which I can look competent in answering. In the Tribunal rules (which are many many books we expect all tribs to read), there is a special exception for when an off-duty magistrate is "attacked" in any other protected city. When they are attacked, they can return to their jurisdiction and toss out a flag. Sounds like that is what got you.

As it is currently, there is no such place. The primary reason we keep the laws short and sweet (in the help laws helpfile) is to provide the basics without all the complexity that will invariably come out of a law cabal. As to this "big book of laws" idea, provosts/tribunal leadership has been given a lot of leeway to create interpretations with each administration. While certain things (such as this trib always protected in a trib city) are constants, a lot of other things aren't. That being said, such interpretations must remain internally consistent and not cross anything else (e.g. rules, laws, unfair application) or I will step in.
In this particular case, with Trib protection, I don't think there is a particular need, afterall you are clearly breaking the laws that are provided in the helpfile--just in attacking the magistrate you get caught when you thought you were going to get off free.

Not being a coder, I am not sure how much work these would be, but mabey we can kind of comprimise here.
My first idea, is have the young special guard in the Adjunct Office of the Blood Tribunal in Galadon be semi responsive and say things about the Law, such as that magistrates are always protected no matter the city they are in.
Idea 2, my prefered one...
Allow there to be a Provost's Journal of Interpretations of the Law in the Spire. Ideas and the provost's own interpretation of the Law can be placed there, kind of like adding lines to a note(Of course the Imms that promote the char to Provost would have to remind them that this is one of their duties, to provide an interpretation). Then, this Journal would be transcribed and be placed within each of the branches of the spire in each city as well as a copy available to the public within the Adjunct Office of the Blood Tribunal in Galadon.
Like I said I do not know how feasable this would be, but I think it would be pretty damn cool.

In terms of your first idea, while we have capability to make responses, determning keywords and the like would be problematic--beyond that, the situation does not offer much benefit because for a newbie they'd have to know to ask.
Regarding the second, I don't think anything that complex from a admin side is needed; Provosts are instructed to provide their various theories and interpretations to the Spire--a curious mortal could certainly request to be copied on those, or perhaps offer to find a bard to provide that to all. Doing anything from our side would be difficult as this is a fluid process--interpretations come out of problems that a Provost finds during his/her duties, not necessarily all at one time.
I do appreciate your input, and thanks for thinking about how we can continue to improve things.
