Even giant wasp can fly. If you go defense/defense you have a shot at rescue/redux/dodge/regen but if you take air you are 200% garuntee to have fly. And there is a decent amount of utility in the third tier air forms.

Though I think the ultra conservative would take utility as well because all the final forms can gather wands/tank/danger sense.
