Recent emails cause me to realize I have apparently not made myself clear on the religion changes. I will see what I can do to improve on that.
I will only empower within the spheres of Beauty, Necromancy and Passion, anything else will not happen in this incarnation. If you seek a tattoo or entrance into the Court, you must be one of the mentioned spheres. Non-evils will get empowered via an appropriate mob, and non-evils will never get my tattoo or admittance to the Court.
In general, consider the Court and Eshval a cult with similar aims and ambitions, chief among these is to become a vampire, vampyre, vampyr or whatever name you desire to use. Bearing that in mind, only the humans, half-humans and dark-elves will be admitted to the Court, and there is a very limited number of spots. Further, stupid and ugly folks will never see the inside of the Court. Lesser roles and positions are possible, but never the Court.
Does this mean those who get in the court become vampires? Let me just say blood is involved and very unusual gifts come to those in the Court...and once inside the Court, other secrets will be revealed. It is known that the secrets of the Court are not for public knowledge, and will be closely guarded.
While art figures into Eshval's life, and likely always will, it is not her main focus.

Since you stated that you are going to work to empower anyone following your spheres but through an npc/voice etc. does this mean those are not Eshval followers per se?
I am wondering if a good or neutral empoweree followed you would it be possible or likely that they would if they took that path turn evil with time? Or are you looking to provide a way for them to get empowered and remain with thier original alignment for the course of the characters life?

I've got that you have to be either human, half-human or drow.
Do you have to be a Necromancer or is this something seperate from the Lich/Mummy/Vampire and there are a range of classes?

Would a shapeshifter be able to take advantage of such while in form?

While I can't speak for Eshval, I believe that the training of Charisma would actually be vital to the selection of Court memebers, because it puts RP incentive above PK incentive. Equipment, I think its pretty safe to say, is too temporary and a +3 charisma mask wouldn't change who the character is on the inside.
As for the rest, don't confuse charisma with Beauty itself or even nobel upbringing really. There are plenty of beautiful people out there who have no charisma and someone could act nobel, being all haughty, snotty and better than the masses, and no one will like them.
Likewise in CF, having charisma is really an RP thing more than a numbers thing, but the numbers are important as well so I'm guessing there's a lot more to it than she's sharing and you may want to make a character you think would be fun first, and if it fits the Court, then work it.
Personally, when I saw Charisma was important, my first response was to chuckle. I don't see it being an accident and it's about time Charisma was useful for something! 
Oh, and I doubt you'd be shunned. She said the Court had limited spaces, but there would be people outside the Court as well who weren't quite so "Elite" or in the know. It sounds like everyone would still be able to be involved somewhat.

As noted by Jynx, Charisma is a big issue with Eshval, who does not like or enjoy ugly people. She has no intention of surrounding herself with uglies or stupids. I will be looking at the Charisma stat itself, not the modified stat. Likewise, I will be looking at the intelligence stat, not the modified stat.
Are there minimum numbers that act as qualifiers? Yes. Will I say what they are? No, but if you do not have them, you will be SOL.
As a side note, consider if you would like to bite (put your mouth) on some dirty, greasy little duergar covered in scabs and so on.

also there is are historical reference to the use of vampyre. But I'm not Eshval so I can't answer for her obviously but there is at least a basis for the use of the alternative spelling.
