The best (and correct) way to approach Scion is to send an in-game note to Scion, explaining your desire to enter the Chasm as well as your qualifications. This allows a record to be kept of who is interested and who may be qualified.
I urge applicants to come blooded and to remember that Scion is a small cabal, and not everyone can fit in. If you have it in mind that you will get a Nightwalker and be an uber killer, I suggest you reconsider your intent. You must show knowledge of Scion, its goals, the Prophecy and so on if you are to stand a chance.
I won't go into the inner workings of the cabal, but there are many sources available.
