I understand the concept of tribunal no being able to use powers outside of the city for obvious reasons. I was wondering if a tweak could be to this. Outlanders can subvert guards and so they will be my reason for this added bonus. Now that spellcasters still have a chance to cast while manacled, I was thinking that a tribunal being able to take manacles outside of town to help take down criminals wouldn't be so bad. Now with that said, What would the vindicator have? well bloody shackles, even though it can be twarted is still pretty mean, added with vigilance and guard calls with the network(which I don't know how that works) seem to give him an edge in fighting out of town. But it would make sense to use such.
On another note, I think manacles themself should keep people from sneaking, It wouldn't be a too tough tweak, but those thieves that strike in town and flee out to hide could still hide, but when moving their sneaking wouldn't be working. That would counter the same for elves and drow because of their autosneak they are able to slip past alot of times, but with heavy manacles that keep spellcasters from casting, people from moving great distances with spells, and give negatives to dex and str I would think that serve such a perpose well.
Sorry, just trying to give tribunal a bit of props for being known as a dull cabal. Things have been getting better for them.

Disclaimer: I'm not Drunsthol and I don't speak for him.
You shouldn't really suggest balance changes for Tribunal until you've played a character that spends a majority of their life wanted.

And you're always welcome to make suggestions, but understand that with your obvious lack of perspective, if you come up with an idea that's balanced it will probably be by pure chance, in much the same way that a stopped clock is occasionally right.

Manacles are deadlier than before, because sequester now prevents manacled people escaping with potions for a bit. That hardly warrants having their use extended to the rest of Thera.

And your right, they should give manacles outside of town to provincials. After all it makes since for them to be able too do some type of, Possy work.

Manacles should never be given for out of town work to anyone except possibly the Vindicator.
I'll repeat myself to make it clear.
Since manacles could sequester, it makes them too powerful to ever consider allowing them to be used by anyone except maybe the Vindicator, out of town.
