The laws specifically state that anyone intruding into the spire at any time is to be flagged, and that's what I've been doing. However, one of the outlanders I flagged today was gobsmacked that I'd flagged them as a ghost for coming to check their corpse in the spire, by the spire merchant. I see their point. Is there a chance that the laws could be changed so that ghosts are allowed in the spire long enough to look in their corpse, but no longer?

My view is, and Drunsthol can correct me here being its
his board, the enforcement of just about any law is at
the disgression of the investigating Tribunal.

How many times have people gotten off from tickets with
