Syntax: confiscate <corpse>
safeguard <corpse>

A member of the Blood Tribunal has two powers at their disposal to deal with
the protection of civilian corpses, and the looting of criminals corpses.
These powers only work when the Tribunals control the scales.

When you confiscate a criminals corpse, all coins and weapons are transported
to the pit within the Spire, and the rest of the gear is returned.

When you safeguard the corpse of a murdered victim within a protected city all
items are immediately returned to the victim.
