Public forum means that guests can post. Protected means that guests cannot post. The moderated forum envelope in general discussion means that the posts need to be approved by a moderator before you can see them.

If you look at the timestamp on the message once inside it, shows the 4th. Think it's got a timestamp outside of when someone let it get posted.
