Virtues are a reward for roleplay, so there's no absolute rule I use when giving them out. I normally watch to ensure you're following the role you've set out to play and/or there's rationale for the actions you have the character take. I normally try to select virtues based on the role of the character or whatever inspiration hits me at the time. The only guarantee is that getting a virtue pre-rank 30 is difficult, and would require stellar RP from the individual.
I don't necessarily mind a character asking about virtues or additional blessings, but mind that's an open door for feedback and I expect characters to roleplay it appropriately.
