Apparently, if you can request a ranger staff from a mob, you can imbue and use it yourself. If the mob is insanely high level like some guildmaster etc. mobs are, the resulting staff can have a totally out of scale average. Since you can't use another player's ranger staff, I suppose this is a bug.

(Sorry, Krynna, but I thought it didn't seem right and figured I'd report it. )
