Bind legs doesn't seem to affect the movement of shifter forms at all. Tied up a shifter, hyena if I remember right, and he led me on a good ol' chase around half the mud. When I finally found him, to my surprise, he was still bound.

Increased the affects of bind-legs on shifters since their movement is calculated in a different way than normal folks. It should not allow them to lead you on a good ol' chase around half the mud anymore.
