This is not bug per se.
This is a design question: Seeing how mana and movements are regenerated VERY slowly when you're bloodlusting, are then APs who want to rely on lashes on the slave at a disadvantage?
If so, perhaps a gain of movement points comparable (or even at half rate) of health rate regeneration could be a boon to slave lashers.
Otherwise, you're looking at roughly 4 lashes of the slave before you're screwed for a few hours, unless you have refresh preps, healer pet or healer in some town nearby.
