Seems Light into Shadow works great. Except I'm only a "Shadow Dweller" and shouldn't have the power yet. Doesn't show up on the powers list either. Not sure if this is for all Empire powers, or just this one in particular.

It's a skill (not a power) and Shadow Dwellers do get it.
