When I type "spell chill" it says that it will cost 17% of my mana. However, whenever I cast it, it costs 18% of my mana. If this is not a bug, please explain why not.

The first figure given is (mana cost/total mana), rounded down. The figure in your prompt is (current mana/total mana), also rounded down. Sometimes, the fractions spill over. It's not a bug.
