I haven't seen Flow of Shadows work even one time against shifter non-automatic abilities. Maybe I have just been unlucky so far, but I have been in plenty of battles against a variety of shifters.

For now, by design. Shifters skill damage is a different beast than most attacks. Only way to fix this would be to overhaul the class and re-code all of those skills.
