Is it by design that they cant walk around the Inn? If could you say why? It seems to me that it really hamstring some rp possibilities for an Inn rat conjie (especially one with the shadowcat).

Yes.

Because this only affects non-Herald conjurers. Familiars cannot enter cabals their master is not a part of. This is true for all cabals.
