#5498, "Places to vandalize"


          

I am confused on why there are a lot of shops in cities that cannot be vandalized. This includes the magic shop in Hamsah which has some very valuable stuff. None of Arkham's shops can be vandalized. None of the shops in the Tower of High Sorcery can be vandalized. Food shops cannot be shut down, nor can many other shops. How can Outlanders hit civilization where it hurts if we can't vandalize places that would hurt them. Could someone please take another look at the shops that can be vandalized.
