There seems to be a level limitation for when an archon will consider an enemy worth using a sanctuary for. Outer cabal guardians are too low to get a sanctuary for when you are lvl 51. Would it be possible to change it so that you can still get a sanctuary for fighting an outer cabal guardian as a lvl 51?
