Although the helpfile says you can wield any type of weapon in either hand of the same weight, you cannot sub a flail of a heavy weight and dual it with a lighter weight axe/sword.

For example:

While I can wield a 30lb axe and dual 15lb axe, I cannot wield a 30lb flail and dual a 15lb axe.

Whips & Flails can only be dual-wielded by a whip/flail spec.
