When I cast shield of waves while wearing a special item and then take off a special item, the water breathing from shield of waves does not carry over. I realize water breathing, like other spells, does not "stack", however it does cause a strange problem when you remove your special item. Bug or by design?

It works exactly as if you had cast Water Breathing before you cast Shield of Waves. You're correct that it will not stack in those circumstances. Deshield and recast.
