When you teleport inside Mortorn, and walk to the tower greeter at the gates, he will greet you, and (this is the strange thing) locks the gates (as if you walked inside via the gate). He doesn't do it afterwards (when you go for instance north and south, he just says something, but doesn't lock the gates anymore)
