I forgot to mention this til it sparked in me.
I was waterbreathing/gilled and/or shield of waves.
When waterbreathing/gills fell, shield of waves no longer offered the ability to breathe underwater.

You don't get a second water breathing affect on shield of waves if you already have one from water breathing or gills.
