A lot of thieves have opted for multiple-guild power combinations
which are no longer possible due to the thief point restructuring.
Those thieves have negative points now, so to speak.

But I'll modify my post anyway...were neo-thieves so powerful with their opted combos they needed restructuring? What's the reasoning behind this?

The reasoning is to make the thief paths more towards the way they
were designed. Most thieves had chosen a certain combination of
skills that was intended to be impossible. Now it is. Finishing a
path from start to finish has the same cost it previously did. And
you can still choose to not finish it and work on other paths.
Picking and choosing among several paths was intended to limit your
possibilities greatly. Now it does.
