First please don't post my character name, because if this is as designed, I don't want enemies knowing I'm hindered. My creep is at 100%, and so is the number in the (). I step out of my cover almost half the time, and there are huge chunks of wilderness that I can't creep through that other rangers can. Especially going up to the Fortress, I can't creep over 5 or 6 squares, I get the "there is not enough cover to creep there".

Creep is not guaranteed to work. By design.
