I was told by a semi-reliable source that the commune Elysian Shower is supposed to scale in damage situationally. The supposed situation is the "wickedness" of the target. In practice, I have tried this one on many targets, both pve and pk, with little result. I am wondering if there is supposed to be a scaling damage mechanism that is broken? See log snippet below:


You narrow your eyes and glare in XXX's direction.
You spread your arms wide, and seraphic wings glimmer beneath as you unleash YYY's righteous
punishment!
Your heavenly bolt grazes XXX.
Your flaming arrow heats XXX.

It does and can.
But it also can scale down based on your opponents relative things that would assist them against this supplication. Be it dam resist or otherwise.

Is YOUR scaling outdoing THEIR <stuff>? Doesn't look like it here.
