This boat is made from various reeds that have been woven and snarled into the
form of a raft. Waterlogged and battered, it would most likely require diligent
care to keep it afloat.

A woven reed raft is a boat, made of wood, and weighs 64 pounds 10 ounces.

It IS a boat.
It is just in such bad condition you can't use it as one.
