Steps.
Create a brand new bard via character creation...
In this case chose arial, but same with human didn't check other races.
Log snippet below showing that with no affects or equipment the charisma is 2 less than I would expect. I would expect it to be 17(17) not 17(15).
This is directly after character creation.
