When someone is already fighting the chance of landing an ambush is reduced.

Wasps is being treated as fighting someone, thus reducing the chance to ambush.

Reproduce:
cast wasps on mob
ambush

Ambush will miss at a high rate.

Everything seems fine.

Wasps is not making it appear that someone is fighting because it doesn't check if someone is fighting in the way that you might think it would.
