This might sound dumb, and maybe its a big series of bad luck, but:

I've fought these mobs over the course of numerous characters, and they wear a single piece of light armor, a belt, which does occasionally deflect blows.

I have *never* improved aim on these mobs.

You narrow your eyes and glare in a OneHeart seer's direction.
A OneHeart seer shakes her head in rebellion, shrugging off your divine power.
You have become better at light armor use (35%)! (100% learning bonus)

The only piece of light armor I've got on is a wool cloak with ebony clasp. Could be me getting it from that, but it seems unlikely.

Meanwhile fighting any mob with a shield makes aim fly up.

Could the aim code be messed up in regard to learning from mobs?

Aim only improves when your character has to try to avoid hitting the
piece of armor that was otherwise going to be hit. If an enemy only has
a single piece of armor, you don't really have to aim much to avoid
their belt.

Now, let's say they're wearing good torso armor - you have to do some
work to avoid it.

Amp that up to a shield. They're trying to stick that in your way EVERY
time you swing at them. Now you're trying to aim around where they put
it every time. The more useful the piece of armor at deflecting blows,
the more you're using aim to avoid it. Trying to aim around rings,
cloaks, and belts isn't really a "skill" for the most part.

Also, the echo in your log is YOU improving your skill at light armor
use, which the wool cloak is classified as light armor. Seems weird
that you'd get it while you're praying, but it does make me wonder if
you're a shaman, who the armor use style makes a difference, so maybe
it checks still there.
