Endure cold has a very short timer, as in 2 hours at lower levels. This makes it unusable until later ranks. If it is meant to be a drop-in replacement for protection heat cold, I think the intention would have been a similar duration.

Not a bug.

Not everything is a replacement, and not everything has the same duration.
