This ability can not be called in a Desert. However, the echo "You take a deep breath and drink in the wonder of your surroundings." from when you do it in other areas makes me think that you should be able to in any area that's wilderness.

1) Bedouins can now call on bioempathy in the desert.
2) That doesn't mean other rangers can.
