I've taken the civic elementalist edge. I know Pillar of Lightning is finicky in the way it hits friends and foes, but is it by design that it hits my cabal outer and cabal mates like this even with the edge?

Alright, thanks for the response. It would be great if this could make it into one or two helpfiles since it's not really the kind of thing you can find out without doing something that may get you kicked out of that cabal.
