Basically it goes like:

A prostitute says to you 'Hey there, handsome. Want me to make your dreams come true?'

You give a prostitute 1 gold.
A prostitute shakes her head and returns your coins.
A prostitute says 'I'd rather be able to visit farms without blushing.'

The retorts are all worth a chuckle, but if they're not gonna take my money, then they should probably stop throwing pickup lines at me on greet.

It makes sense for them to refuse. I know they also turn down very low-charisma characters etc.

What doesn't make sense is that they first offer themselves to you but then "change their mind" once you hand them the money.

That greet trigger could use a revision.
