You are too exhausted to launch yourself into flight.
You have become better at flight (97%)!

Not really sure if this is a bug or not but was able to improve my inherent ability even when I didn't have enough movement points to actually use it.

Inherents mainly care about you successfully invoking your inherent, regardless of whether or not the AF actually succeeds.
